New major levels periodically appear in the game. The faster you pass them, the faster you will be able to get into the competition and break out into the leaders. Upon reaching a certain level, you can create your own union or join an existing one. There are two types of unions: open, where anyone can join, and closed, for entering into which the consent of the leader is required. The union may consist of up to 30 players inclusive. To open the unions window, click on the icon at the bottom left of the screen.

How to create your own union? You can create your union if you are not a member of any other:
